PCN Impact: Before & After ScanNeo
This analysis focuses on permit and cashless parking enforcement across zones T, X and Y. The baseline is calculated as the average of the two months immediately prior to ScanNeo going live (September and October 2025), ensuring the comparison is as accurate as possible. Post-deployment figures are taken from January 2026. After deploying ScanNeo’s ANPR-equipped patrol vehicles, the borough saw a significant uplift in penalty charge notices (PCNs) — evidence that more contraventions are being detected and actioned.

Zone PCN Analysis
Each zone responded differently to the deployment. Zones with higher parking density and greater non-compliance saw the strongest uplift. The chart below shows the baseline monthly average (Sep/Oct 2025) next to the current post-deployment level for each zone.
| Zone | Baseline | Current | Growth | Impact / mo |
|---|---|---|---|---|
| X | 81 | 164 | +102.5% (improvement) | £4.2k |
| T | 269 | 418 | +55.7% (improvement) | £7.5k |
| Y | 154 | 230 | +49.4% (improvement) | £3.8k |
Match Day Coverage
This is a direct comparison of enforcement coverage during two Fulham home games in the same zones. On 18 October 2025, a pre-ScanNeo match day, officers patrolled zones T, X and Y on foot, manually entering vehicle registration marks (VRMs) into handhelds. On 7 February 2026, a home game after ScanNeo’s deployment, the ANPR-equipped bike automatically scanned vehicles while officers responded to flagged contraventions. The result: dramatically more vehicles checked in significantly less time per location.

Patrol Efficiency
One of ScanNeo’s key advantages is speed. Traditional foot patrols require officers to walk to each vehicle, visually inspect the windscreen, and manually enter the VRM. With ScanNeo, a single ANPR-equipped patrol vehicle can scan an entire street in seconds. The chart below shows average time spent per location — a dramatic reduction that lets officers cover far more ground in the same shift.
View data as a table
| Zone | Traditional (min) | ScanNeo (min) |
|---|---|---|
| Zone T | 1.9 | 0.5 |
| Zone X | 1.3 | 0.5 |
| Zone Y | 1.3 | 0.7 |
Key takeaway: Average time per location dropped from 0.8 minutes to 0.2 minutes — a 75% reduction. Officers now spend their time responding to confirmed contraventions rather than walking and checking.
Activity Timeline
Coverage isn’t just about totals — it’s about when enforcement happens. The chart below overlays the hourly activity profile for both days. Notice how ScanNeo provides more consistent coverage throughout the day, with peak activity sustained over a wider window rather than concentrated into a few hours.

Coverage Heatmap
The maps below show where enforcement activity occurred on each match day. Areas with no colour had no enforcement coverage, while warmer colours (green to yellow to red) indicate higher density of vehicle checks. Comparing the two maps, you can clearly see how ScanNeo extends enforcement reach across a much wider area, leaving fewer streets unchecked.
604 vehicles checked across 225 locations in 260.7 patrol minutes.
2,823 vehicles checked across 890 locations in 507.7 patrol minutes.

Methodology
PCN impact data sourced from pcnImpactReports (Sep/Oct 2025 baseline vs Jan 2026 post-deployment). Coverage comparison uses identical spatial clustering: consecutive points within 50 m and 5-minute gaps form location visits (min 0.5 min per single-point visit). Oct 18 data comprises handheld VRM entries (traditional foot patrol). Feb 7 data combines CEO patrol GPS points and ANPR vehicle detections (Scania match-day enforcement). All points classified to zones via polygon containment against geofence-index boundaries. Heatmap density uses geohash-7 cells (~150 m) for detailed coverage visualisation while preserving location privacy.
Offence Types Detected
ScanNeo currently detects permit and cashless parking contraventions only. This includes vehicles parked without a valid permit and vehicles with expired or absent cashless parking sessions. Other offence types (e.g. loading restrictions, yellow line contraventions) are not included in these figures. As additional offence types are enabled, enforcement outcomes are expected to increase further.
